CHROMIUM: Set 1 hour `reply_timeout` in system.conf.in
Add `reply_timeout` in system.conf.in to make dbus-daemon
to timeout pending replies after 1 hour.

TEST=`pkill -SIGSTOP powerd` and `tail -f /var/log/messages` and changing screen brightness in ash chrome until DBus errors show up. Then wait for the timeout and change screen brightness again and observe no DBus errors.
